About Event

The Disability (Access to Premises – Buildings) Standards 2010 (DAPS) were updated on November 23, 2024. These changes aim to improve accessibility for People with disabilities promoting a more inclusive built environment.

The event will start with Michael Small providing a high-level overview of the amendment to the Premises Standards and a discussion relating to the impact of the  Premises Standards review on the sector. Please note that the session will not discuss changes to AS1428.1 as this has been covered previously by ACA.

This will be followed by Con Livanos presenting on the interrelationship between the Premises standards and the existing Transport standards.

Representatives from VIC, NSW, ACT, and QLD will then provide quick comments on how these changes specifically impact access consultants in their states. The event will conclude with a Q&A session featuring panellists Joe Manton (VIC), Con Livanos (VIC), Mark Relf (NSW), Howard Moutrie (NSW), Eric Martin (ACT), Silvia Rossi (WA), and Nikki Jackson (QLD)

Michael Small

Michael Small creates seamless accessibility across Australia’s built and digital landscapes. He partners with government, industry, and the disability sector to transform complex regulations into clear paths for inclusion.

During his extensive tenure at the Australian Human Rights Commission, Michael spearheaded national standards for public transport, education, and the internet.

As a key architect of the Premises Standards and NCC access provisions – and a contributor to various Standards Australia committees – he bridges the gap between policy and practice.

Today, Michael empowers building professionals with the resources needed to design spaces that welcome everyone, ensuring compliance serves as a foundation for genuine community belonging.

Con Livanos

Con has worked in accessibility, building certification, planning and engineering design roles for over 35 years. He is also a carer for his son who has complex disabilities. Con has worked for private consulting firms, as well as local and state government departments. He currently leads the accessibility assurance team at Victoria’s Department of Transport and Planning. Con draws on his professional and personal experience to provide accurate and practical accessibility and discrimination advice.
