David Flanagan

Building Surveyor Consultant

David Flanagan has extensive experience in both domestic and commercial construction primarily involved in the assessment of building proposals as an assessing building surveyor and inspector. He has assessed more than one thousand building permit applications for compliance with the Building Act, Building Regulations and NCC. This has involved scrutinizing and assessing Performance Solution proposal alongside relevant stakeholders for their adequacy and acceptance.

Part A5 of the BCA recognizes under Clause A5.2(1)(e) that a report prepared by an appropriately qualified person can be used as evidence to confirm that the proposed design satisfies the relevant Performance Requirement(s) of the code.

The Australia Building Codes Handbook on Evidence of Suitability describes an appropriately qualified person as “a person who through experience, qualification or both is able to verify the suitability of a building component for a given application.”

David Flanagan has completed the Cert IV in Access Consulting in August 2023 and is currently an affiliated member with ACA (member number 797).
